Man Arrested After Drunken Hit-and-Run and Resisting Arrest Near Chillicothe Roosters

CHILLICOTHE, OH – A man was arrested on multiple charges following a hit-and-run and subsequent resistance to police near Roosters on Bridge St. in Chillicothe on Sunday, June 1, 2025, according to a Ross County Sheriff’s Office report released on Monday, June 16, 2025.

A deputy, patrolling N Bridge St., responded to assist Chillicothe Police Department after officers activated lights and sirens, reporting a code 10 for a male refusing to exit a vehicle while intoxicated. Upon arrival, the deputy learned that a white truck had struck another vehicle multiple times and fled the scene. The truck was later found behind a nearby hotel, parked on a curb, raising suspicions of impairment given the location’s association with alcohol sales.

Officers encountered the driver, identified as Jacob Estep, who refused repeated loud verbal commands to exit the vehicle. As an officer attempted to grab his arm, Estep pulled away, prompting additional officers to assist. After a struggle, they removed him from the truck and brought him to the ground. Estep tucked his hands under his body, ignoring commands to put them behind his back, and briefly wrapped his arm around an officer’s neck. A deputy used an open-hand strike to free the officer, then brandished a TASER 7, threatening its use unless Estep complied. Estep relented, saying “okay okay okay,” and was handcuffed.

Estep was arrested on charges of Obstructing Official Business and Operating a Motor Vehicle Under the Influence (OMVI), with additional citations for leaving the accident scene and driving under an OVI suspension. Sgt. Reige was notified of the use of force, and no injuries were reported.
