Half of Yoctangee Boulevard at Milll Street in Chillicothe will Close for Months Starting Monday

Chillicothe — Southbound Yoctangee Boulevard will close for construction on Monday. That was part of Mayor Luke Feeney’s briefing to Chillicothe Council on Monday evening, March 9th, 2026.

The mayor pointed out that his Chief of Staff explained the upcoming Bridge Street impacts in the last council session, though the major impact – closing southbound Bridge Street under the US 35 overpass – was delayed from this Monday to March 22nd because of recent rains.

But on top of that, another north-south arterial street on the other side of the river will be affected by construction. As part of the ongoing Appalachian Community Grant Program renovation of Yoctangee Park, the intersection of Yoctangee Boulevard and Mill Street will be rebuilt as an urban roundabout.

That will close southbound Yoctangee starting this Monday…and then the entire intersection, once the school year ends.

This is the last roundabout remaining in the ACGP plans, with others on Water Street at Paint and Yoctangee / Walnut, and at Riverside and Mulberry, quashed by public pushback. The roundabout that is being built at the south end of the school corridor is a smaller urban roundabout, with focus on pedestrian safety and only a single lane at each entry. Mayor Feeney said the school district supported the plan.

He said the northbound lanes at the intersection will remain open, to help maintain access to the school and ease emergency traffic northbound to the hospital. The southbound lanes will close on March 16th, and traffic will have to use High Street. Mill Street at Park Street will also be blocked.

However, once school ends, Feeney said the entire intersection will be closed…hopefully only until school starts again at the end of summer. He said Yoctangee Park will still be accessible from Paint Street, and Riverside and Mulberry streets should reopen in April.
