LORAIN, Ohio — July 25, 2025
The Fraternal Order of Police, Ohio Labor Council, Inc. (FOP/OLC) is condemning what it calls a “senseless ambush shooting” that left three Lorain police officers wounded during a violent incident Wednesday afternoon.

In a statement issued Thursday, FOP/OLC Executive Director Gwen Callender expressed deep concern for the safety of law enforcement officers and called the attack a stark reminder of the dangers police face in the line of duty.

“Our prayers are with the wounded officers, their loved ones, and the entire Lorain Police Department,” said Callender. “This attack is not just an assault on individual officers; it is an assault on the very institution of public safety. We must do more to support the brave men and women who choose this profession, knowing the risks they face.”

FOP of Ohio President Jay McDonald also urged residents and leaders across the state to show solidarity with law enforcement.

“We must stand united in our support for law enforcement. This is not the time for division or silence. This is the time for solidarity—for backing the men and women who run toward danger so others may be safe,” McDonald said.

The FOP/OLC is calling for renewed investment in public safety, and urging community leaders, lawmakers, and citizens to denounce violence against law enforcement and advocate for stronger protections for officers.

The Ambush

The shooting occurred around 1 p.m. Wednesday on River Bend Drive, a cul-de-sac off Colorado Avenue. According to Acting Lorain Police Chief Michael Failing, Officers Phillip Wagner and Peter Gale were eating lunch in their patrol vehicles when a gunman, reportedly armed with multiple weapons, opened fire.

The attack seriously injured Officers Wagner and a third officer, identified as Officer Payne. Both were Life Flighted to MetroHealth Medical Center in Cleveland. Officer Gale suffered a gunshot wound to the hand and was treated at Mercy Health – Lorain Hospital.

Elyria Police Chief James Welsh, whose department is leading the investigation, called the incident “a deliberate and planned ambush” involving a high-powered rifle.

The suspect, a 28-year-old man, was found dead at the scene. It is not yet known whether he died from police gunfire or took his own life. Authorities later executed a search warrant at his residence on Lakeview Boulevard.

The scene was declared safe later that day, and the investigation remains ongoing.
