CIRCLEVILLE, Ohio — A theft investigation at a Morris Road business on October 9 ended with the arrest of a Circleville woman who also faces additional local charges after resisting officers during her arrest.
According to a Circleville Police report, officers were dispatched to the store around 7:45 p.m. after staff reported that a woman in a black hoodie had been seen placing items in her purse and leaving without paying. Witnesses identified a 1999 tan Buick LeSabre as the suspect’s vehicle, which was later stopped by responding officers.
During the stop, officers identified the passenger, 40-year-old Brandy Bivens, who was found to have an active warrant. Police say Bivens was taken into custody but soon became combative, slipping one of her handcuffs and refusing to cooperate with officers’ orders.
Body camera footage captured Bivens kicking the inside of the cruiser and attempting to move her restraints to the front of her body. Officers eventually re-secured the cuffs after what was described as “passive aggressive” resistance.
A search of Bivens’ purse revealed several items with store tags still attached, totaling $86.24 in merchandise. Police returned the recovered items to the business and documented them as evidence.
Bivens was charged with theft and resisting arrest and was later transported to the Pickaway County Sheriff’s Office without further incident.
