Circleville Police Department Welcomes Two New Captains

CIRCLEVILLE, OH — The Circleville Police Department has officially sworn in two new captains, marking a key step in the department’s restructuring. On Monday, September 22, 2025, officers Tina Barrett and Bob Chapman took the oath of office and assumed their new leadership roles.

Police Chief G. Todd Fisher said the promotions highlight the department’s commitment to strengthening its leadership team.

“Captains Barrett and Chapman bring a wealth of experience and knowledge to our team,” Fisher said. “They’ve proven themselves as dedicated officers and leaders, and I know they’ll play a big part in shaping the department’s future and mentoring the next generation of leaders.”

Both Barrett and Chapman have built long careers serving their communities with professionalism and care. As captains, they will oversee operations, mentor younger officers, and help guide the department in its ongoing efforts to improve safety, foster growth, and build public trust.

“With these two new captains in place, our leadership team is complete,” Fisher added. “We’re ready to move forward with a strong vision for the future.”
