
CHILLICOTHE, OH — A Chillicothe woman was arrested Thursday night after police responded to multiple disturbance calls on East Main Street that escalated into a public indecency incident.
According to a report from the Chillicothe Police Department, officers were first dispatched to 761 East Main Street around 6:04 p.m. after neighbors reported that Carla Bailes was throwing items into neighboring yards. When officers arrived, Bailes refused to answer the door, though police noted she was seen looking out the window. Officers also observed sanitary napkins taped to the inside of her windows and lights being turned on and off inside the home.
Later that evening, around 10:24 p.m., dispatch received another call reporting Bailes was fully naked and standing in the middle of the street yelling. Responding officers found her unclothed, sweating, and “talking out of her head” while making comments about “Morningstar.” Police said Bailes appeared agitated, was disrupting traffic, and posed a danger to herself and others.
She was taken into custody and charged with persistent disorderly conduct intoxication and public indecency. At the Ross County Jail, Bailes admitted to officers that she had used methamphetamines earlier in the day.
Bailes was booked and scheduled to appear in Chillicothe Municipal Court on Friday, October 3, at 9 a.m.
