Chillicothe Police Respond to Overdoses, Thefts, and Warrants

CHILLICOTHE, OH — August 9, 2025 — The Chillicothe Police Department had a busy Saturday, responding to a range of incidents that included drug overdoses, multiple thefts, disorderly conduct, and even an arrest sparked by a littering violation.

The day began just after midnight when officers assisted the Ross County Sheriff’s Office with a disorderly conduct call on U.S. 50. Minutes later, police responded to a reported drug overdose at the public library. Later, around 2:30 a.m., a traffic stop on East Main Street near Speedway led to arrests on multiple charges, including possession of drugs and drug paraphernalia.

Mid-morning calls included a welfare check on East 5th Street, a vehicle violation on Grand Avenue, and a theft from City Park. Around 1:40 p.m., officers responded to a theft complaint at Kohl’s, followed by another theft report from East 2nd Street involving stolen furniture.

Shoplifting at Walmart on River Trace Lane also made the day’s blotter, resulting in a summons being issued. But one of the more unusual arrests came at 4:50 p.m. on South Watt Street, where an officer witnessed a man on a bicycle toss a beverage can onto building steps. After stopping the cyclist, identified as William Penrod, police discovered he had an active Ross County warrant for a probation violation. He was arrested and taken to the Ross County Jail, where he was served both his warrant and a summons for the littering incident.

Other incidents included citations for driving violations, serving warrants at the jail, a theft report from Ohio Avenue, a drug possession case on Columbus Street, and disorderly conduct on Carlisle Place. The day ended with another warrant-related arrest during a late-night traffic stop on South Bridge Street.

In all, Chillicothe police documented 20 separate incidents on August 9, showing that in this city, everything from shoplifting to littering can lead to a trip to jail.
