Chillicothe Council Hears that Riverside & Mulberry Streets Might Reopen Soon

Locally Made Movie Showing Probably Drew Away Some of Attendance of Short Session

Chillicothe — Council had a short session on Monday, with an agenda of only three items. They heard that Mulberry and Riverside streets may be reopened by May 1st, and that High Street is planned to be repaved next season.

They also voted to appropriate $35K for HVAC repairs to the city administration building at 35 South Paint Street, as well as $64K for a new digital timekeeping system for city employees.

Councilman Gunner Barnes said that city administration told him the project that has had the north block of Mulberry Street, and the intersection of Mulberry, Riverside, and Race streets closed for several months, may finish soon.

Replacing the brick pavement and restructuring the intersection has been a part of the Appalachian Community Grant Program that is renovating Yoctangee Park. The shortcut between the downtown and Bridge Street has been closed since mid-October, and Mayor Luke Feeney has said that winter weather has slowed its work.

Barnes said he was told that the city hopes that new brick will start to be laid on March 31st, and that the project might be completed on May 1st.

It is only one of several complications for local traffic: the second season of Bridge Street is under way, southbound Bridge Street will close at the US 35 overpass on Monday, southbound Yoctangee Boulevard is now closed at Mill Street, the boulevard will close completely for the summer, and Yoctangee Park is mostly blocked off. Councilman Jeff Creed said that the city is working with the state’s plans to repave all of High Street (State Route 104) sometime in the 2027 paving season. He said it should be the usual short process taking only a few days – as well as being long after this year’s traffic restrictions are over, other than a half-season of mop-up work on Bridge Street.


At the start of the short council session, council president Kevin Shoemaker announced that he could not get the video recording started, so there would not be a video on the city’s online accounts: YouTube and Facebook. No one from “Chillicothe City Trackers” was there to video-record either (Facebook or YouTube accounts).

Council president Shoemaker said that Mayor Luke Feeney was attending the showing of locally produced “Without Her” at Danbarry Cinemas, so he was not available for his usual briefing to council.

Other regular public attendees were also probably at the movie that is a dog’s perspective of domestic abuse. The showing was Danbarry’s participation in the “‘Ohio Goes to the Movies’ All-Ohio Movie Series,” a part of “America 250.” (The Majestic Theatre is also a part of that.) “Without Her” premiered at the Majestic on October 5th, 2024.
