Blue Envelope Program Expands Statewide to Support Drivers with Developmental Disabilities

OHIO — A new statewide initiative aims to make traffic stops and emergency interactions safer and less stressful for individuals with developmental disabilities.

The Southern Ohio Council of Governments (SOCOG), with support from the Ohio Developmental Disabilities Council and the Southern Ohio Advocacy Group, has launched the Blue Envelope Program across Ohio.

The program equips drivers with a blue envelope containing their driver’s license, registration, insurance, and important information about their disability or medical needs. A matching vehicle decal discreetly alerts first responders, while a wallet-sized card offers similar information for use outside the car.

Advocates say the tools help bridge communication gaps, reduce anxiety, and foster understanding between law enforcement and drivers who may face unique challenges during traffic stops.

Blue Envelope Packets are available free of charge to individuals with developmental disabilities at participating County Board of Developmental Disabilities offices statewide, including the Pickaway County Board of Developmental Disabilities.
