
CHILLICOTHE, OH — Authorities have issued an arrest warrant for a local man following a hit-and-run collision Tuesday afternoon that left one person injured and led to the discovery of suspected narcotics.
According to a Chillicothe Police Department report, officers were dispatched to the intersection of South Bridge Street and 8th Street at approximately 3:30 p.m. on April 7, 2026, following reports of a two-vehicle accident.
Intersection Collision
The investigation revealed that a white Nissan, traveling with a passenger, allegedly ran a red light and struck a Chevrolet truck driven by James Brown. Brown, who was traveling eastbound on 8th Street with a green light, told officers that immediately after the impact, a white male jumped out of the Nissan’s driver’s seat and fled westbound on foot.
The passenger of the Nissan, identified as Eugene Fausnaugh, remained at the scene. Fausnaugh told police he was “unsure” who had been driving the vehicle before the crash. He was treated by EMS at the scene and transported to Adena Regional Medical Center (ARMC) for injuries sustained in the wreck.
Evidence Located at Scene
During a search of the abandoned Nissan, officers discovered several incriminating items:
- Suspected Narcotics: A “white rock-like substance” was found in a bag directly on the driver’s seat.
- Drug Paraphernalia: A black case containing a burnt, cracked glass pipe was located in the center console.
- Identification: A wallet containing an Ohio ID belonging to Luciano Decicco was found in the driver-side door panel.
The truck driver, Mr. Brown, positively identified Decicco from the ID photo as the man he saw fleeing the vehicle.
Charges Pending
The Chillicothe Police Department is now requesting warrants for Luciano Decicco on several charges, including:
- Leaving the scene of an accident
- Failure to obey traffic control devices
- Driving under suspension
Additional felony drug possession charges are pending results from the Bureau of Criminal Investigation (BCI), where the white substance has been sent for testing.
Both vehicles were towed from the scene. Police attempted to locate Decicco at several locations Tuesday evening but were unsuccessful. Anyone with information on his whereabouts is encouraged to contact the Chillicothe Police Department.
