COLUMBUS — A Circleville man with two prior child-pornography convictions has pleaded guilty in federal court after attempting to entice what he believed was a minor girl into sexual activity, according to the U.S. Attorney’s Office for the Southern District of Ohio.
William Kisor, 57, entered the guilty plea on Oct. 8 to one count of attempted coercion and enticement. Kisor previously served more than 11 years in federal prison for a 2013 child-pornography conviction and nine years for a similar conviction in 2003.
Federal investigators say that shortly after his release, Kisor resumed contact with the same online persona he had communicated with more than a decade earlier — an undercover agent posing as a mother with minor daughters. Believing the persona to be real, Kisor expressed interest in beginning an incestuous relationship involving the “mother” and her children.
Using the same email account he used in 2012, Kisor verified his identity by sending old photos from earlier illicit conversations. Over roughly 21 months, Kisor engaged in graphic and sexually explicit communication, which prosecutors say he believed was partly with one of the supposed children.
Kisor was arrested in October 2023 during a planned meeting outside a hotel on Columbus’ southeast side. No real children were ever involved.
He now faces a lengthy federal sentence. A date for sentencing has not yet been announced.
