Four Arrested in Multi-County Southern Ohio Drug and Parole Operation

PORTSMOUTH, Ohio (Aug. 22, 2025) — A multi-county operation led by the U.S. Marshals Service and the Southern Ohio Organized and Major Crimes Task Force (SOOMCTF) resulted in four arrests across Scioto County, Adams County, and Greenup County, Kentucky.

The coordinated sweep, carried out on August 21, targeted individuals wanted on felony indictments and parole violations.

Arrested were:

  • Patricia Hill, 38, of Portsmouth
  • Robert Roe, 42, of Cincinnati
  • Rodney Kent, 42, of Wheelersburg
  • Michael Scott, 58, of Adams County

Hill, Roe, and Kent are facing a combined total of 16 first-degree felony charges, 18 second-degree felony charges, and 15 third-degree felony charges, largely connected to drug trafficking and possession.

Scott was taken into custody on a parole violation for absconded supervision related to his prior attempted murder conviction.

Officials praised the collaboration between federal, state, and local agencies in carrying out the arrests.

“This joint effort underscores the importance of collaboration between federal, state, and local agencies,” the Southern Ohio Organized and Major Crimes Task Force said in a statement. “The support of Greenup County Sheriff Matt Smith and Adams County Sheriff Kenny Dick was critical to this operation and to making our communities safer.”

The Southern Ohio Organized and Major Crimes Task Force includes investigators from multiple county sheriff’s offices, the Portsmouth and New Boston Police Departments, and the Scioto and Pike County Prosecutor’s Offices. It operates under the Ohio Organized Crime Investigations Commission, overseen by the Ohio Attorney General’s Office.
