
POMEROY, OH — Meigs County Sheriff Scott Fitch announced on Thursday, May 22, 2025, at 6:42 PM EDT, that a grand jury has indicted 18-year-old Samuel Hochstetler of Rutland, Ohio, on multiple charges related to the death of Rosanna Kinsinger. The indictments, handed down during a special session of the Meigs County Court of Common Pleas, include aggravated murder, two counts of murder, rape, two counts of kidnapping, and strangulation.
The charges stem from an incident on March 12, 2025, when deputies responded to Dye Road in Rutland following a report of a suspicious death. The Meigs County Coroner’s Office ruled Kinsinger’s death suspicious, and her body was sent to the Montgomery County Coroner’s Office for an autopsy, which yielded inconclusive preliminary results. Since then, Meigs County Sheriff’s detectives have conducted an exhaustive investigation, executing search warrants, interviewing witnesses, and processing evidence, ultimately identifying Hochstetler as a person of interest.
Hochstetler was detained on May 5, 2025, and, following an interview at the Sheriff’s Office, was arrested and charged with Kinsinger’s murder. He has been held at the Gallia County Jail and faces arraignment on the initial murder charge later today, with a separate arraignment for the new indictments scheduled for Friday, May 23, at 1:30 PM in the Meigs County Court of Common Pleas.
Sheriff Fitch expressed the community’s grief, stating, “This case was such a tragedy to those who knew Rosanna. She was a beloved individual in her community.” He commended the detectives’ relentless efforts, noting, “Hopefully this investigation helps bring some closure to the victim’s family.” The Sheriff’s Office extended its deepest condolences to Kinsinger’s loved ones.
