Two More Sentenced to Prison Time After Pickaway County Iced Up Operation

PICKAWAY – In November a multiple county campaign called operation ICE Up arrested 63 over three counties and a total of 163 total felony counts. This week in Pickaway County two of those individuals has been found Guilty.


AMY J ROWLAND, was found guilty of Aggravated Trafficking in Drugs, Aggravated Possession of Drugs and sentenced to Seven Years in Prison for her part in engaging in pattern of corrupt activity within three counties, Ross, Fairfield and Pickaway county.

SAMUEL P SCHLIMPF, was found guilty of Aggravated Possession of Drugs (x2), Receiving Stolen Property, Aggravated Trafficking in Drugs. He was sentenced to Fifteen to eighteen years in Prison for his part in engaging in pattern of corrupt activity within three counties, Ross, Fairfield and Pickaway county.

In December Hilary Tackett was charged with, Trafficking in Drugs Schedule I,II, Possession of Drugs Schedule I,II, Tackett was arrested in October at the known trap house on 513 South Pickaway Street on a warrant but was also tied to other charges. This week in court Tackett pleaded guilty to Aggravated Trafficking in Drugs and was given a sentence of 18 months in prison.

The following is the list of individuals that Pickaway County only that Sheriff arrested in connection with operation Ice Up that included the US 23 Major Crimes Task Force, the Ross County Sheriff’s Office, the Fayette County Sheriff’s Office, BCI, Ohio Organized Crime Investigations Commission, Franklin County Sheriff’s Office Special Investigation Unit, and his Office also.

This week these people charged faced arraignment in Pickaway County Court and any of the individuals that were charged with Engaging in pattern of corrupt activity received the same bond of 500,000 dollars, anyone who was not charged with Engaging in pattern of corrupt activity received 100,000 bond.

Pickaway County Sheriff Robert Radcliff said, “We want everyone to know these people are who were arrested are not getting charged and released, as you can see from the sizable bonds on them the judge is taking these charges seriously.”

According to Pickaway County Sheriff Robert B. Radcliff, the US 23 Major Crimes Task Force, the Ross County Sheriff’s Office, the Fayette County Sheriff’s Office, BCI, Ohio Organized Crime Investigations Commission, Franklin County Sheriff’s Office Special Investigation Unit, and his Office have conducted a long-term investigation into two separate Drug Trafficking Organizations in Pickaway County.

The investigation focused on narcotics being trafficked and stolen firearms being sold.

This in-depth investigation led to Grand Jury Indictments of 20 people. Of the 20 people indicted, there were 11 people linked to one Drug Trafficking Organization, 3 people linked another Drug Trafficking Organization, and 6 other people that received Grand Jury Indictments. In the 11-person Drug Trafficking Organization, the Grand Jury handed down a 60-count indictment of various charges, including: Engaging In a Pattern of Corrupt Activity (Felony of the 1st degree), Trafficking in Drugs Schedule II (Felony of the 1st degree), Possession of Drugs Schedule II (Felony of the 1st degree) and Theft (Felony of the 5th degree).
In the 3-person Drug Trafficking Organization, the Pickaway County Grand Jury handed down a 14-count indictment of various charges, including: Engaging in a Pattern of Corrupt Activity (Felony of the 1st degree), Trafficking in Drugs Schedule II (Felony of the 1st degree) and Possession of Drugs (Felony of the 1st degree).


The 6 other people who were involved in this case received Grand Jury Indictments including: Trafficking in Drugs Schedule II (Felony of the 1st degree), Possession of Drugs Schedule II (Felony of the 1st degree), and Receiving Stolen Property, a Firearm (Felony of the 4th degree).

Isaac A. Fair – 22 years old, Ashville, Ohio

The following people were included in the 3-person Drug Trafficking Organization:
John L. Kolle – 47 years old, Columbus, Ohio
James P. Shea – 51 years old, Chillicothe, Ohio
Brittany A. Smith – 30 years old, Chillicothe, Ohio
The following people are the people who received Grand Jury Indictments that were not in the Drug Trafficking Organizations:
Buddy L. Stepp – 38 years old, Circleville, Ohio
Christopher M. Rogers – 33 years old, Newark, Ohio
Hilary R. Tackett – 34 years old, Circleville, Ohio
Kyle M. Boyer – 31 years old, Kingston, Ohio
Brian Lawson – 32 years old, Wellston, Ohio
Jeffrey J. Fowler – 33 years old, Circleville, Ohio
In this 8-month long investigation, there were over 58 ounces of methamphetamine seized and 4 stolen firearms seized.
