One Dead After Fight Leads to Vehicular Homicide in Vinton County

VINTON – On September 7, 2019 at approximately 2256 hours, McArthur Police Officers were called to an altercation at Bud’s One Stop gas station at 101 West Main Street McArthur, OH. During investigation of the complaint, officers found that a vehicle driven by Jay Mullins, age 26, of McArthur and a passenger, Joseph Smith, age 38, of Andersonville, South Carolina, arrived on the lot of the gas station. Mullins and Smith got out of their vehicle and began a fight with a group of people in the lot. Mullins got back into his vehicle and attempted to leave the scene and while doing so, struck and ran over Joseph Smith. Smith was transported from the scene by Vinton County EMS to the helipad of the Vinton County EMS station. From there Smith was transported by medical helicopter to Adena Hospital in Chillicothe, OH where he was pronounced dead. Mullins was taken into custody and held on charges of Operating a Vehicle Under the Influence, Aggravated Vehicular Homicide, and Vehicular Assault. The investigation still continues and the case will be reviewed by the Vinton County Prosecutor’s Office.

Mullins is being held in Southeastern County Jail with a bond set of 250,000 dollars.
